Could it be set static when you click on a transaction that the rules creation shows up as an option like it displays once you apply a rule to that transaction. I like to set multiple things at one time for each rule but I have to rename the translation just to get the prompt popup then click that to add more rules to that same transaction. This would solve someone's else's complaint of this pop-up after every time creation.
